Although the designs of these coins can be changed from time to time, but these coins are completely valid and their circulation will not be affected. RBI has said that till now coins of 25 paise and less have been withdrawn from circulation.

What to do if someone refuses to accept a 10 rupee coin

If a shopkeeper or a driver refuses to accept 10 rupee coins, then he can be complained against. There is a provision for this under the Indian Penal Code. It is defined as legal offense under Indian Penal Code Sections 489 (A) to 489 (E) and the Currency Act. You can complain to the police here.
